/ Permits / Public Procurement & Direct Production

Public procurement is not a set of separate procedures but one sequence.
KONEPS registration → item listing → direct-production confirmation → multiple award schedule contract.

Without understanding the structure,
it is hard even to tell which stage you are stuck at.

When we
can help
CASES

  • You need KONEPS bidder registration to start supplying public bodies
  • You need your product listed as a procurement item
  • You need a direct-production confirmation certificate to supply products reserved for SME competition
  • You are preparing a multiple award schedule (MAS) contract
  • A direct-production on-site inspection is coming up, or you have been notified of cancellation

What each stage involves STAGES

KONEPS registrationRegistration as an eligible bidder. Your business type, whether you manufacture, and your track record are the criteria.
Item listingObtaining a procurement item number for your product. Specifications and test reports are decisive.
Direct-production confirmationConfirming that you hold the plant, staff and process yourself. Required to supply SME-reserved products.
Multiple award scheduleA scheme under which two or more suppliers of the same or similar products contract, and the ordering body chooses.

How it proceeds PROCESS

  1. 01
AssessmentAgainst your plant, staff, process and record, we set out which stage is open to you now and what is missing.
  2. 02
Closing the gapsEquipment, process arrangements and document systems are brought up to the standard the application requires.
  3. 03
FilingSpecifications, process diagrams, test reports and schedules of staff and equipment are prepared and submitted.
  4. 04
InspectionWe check in advance the points most often raised on site, and attend with you.
  5. 05
Ongoing managementValidity periods, change notifications and periodic inspections are handled on a continuing basis.

A breach of the direct-production rule leads to sanctions. If how you actually produce changes after confirmation, you risk not only losing the confirmation but being designated an ineligible contractor. Always notify changes.
